if the cut object comes out the wrong size, there may be a conflict between the cutter step size in WINPCSIGN and the setting on the cutter.
From WinPCSIGN

Menu Setup->Plotter->Command->Other Command
Axe resolution X = 40
Axe Resolution Y = 40

Change the step size to correct the problem
Ex if your size is two time bigger change 40 to 80
